Summary
The Associate Engineer thru Senior Engineer has the responsibility
of ensuring the computer models of the power grid are accurate in
order to support the operation and stability of the high voltage
power grid in Texas. The responsibilities include analyzing complex
construction sequences to develop changes to the computer network
model representing the bulk power grid. The complex model work will
focus on the Energy Management System (EMS) at Oncor. This includes
providing engineering analysis and technical support for Oncor
real-time operations in compliance with NERC Standards, ERCOT
Protocols and Operating Guides. The incumbent will analyze and
implement appropriate system model sequences, develop tools and
procedures to enhance the system model quality, and develop
solutions to current or future system issues.
Key Roles & Responsibilities
Performs all essential functions and aspects of the job including
any other duties as assigned
Using engineering one-line drawings, assist other team members in
the work group to create the database and/or display representation
of substations, and associated transmission lines, including the
definition of electrical connectivity and graphical information
Using appropriate EMS editors, assist other Technical Specialists
in the work group to develop the SCADA (supervisory control and
data acquisition) definitions for the integration of Remote
Terminal Units (RTUs)
Responsible for updating OSI databases, and the associated CIM
Studio connectivity model, as necessary to represent topology
changes based on engineering one-line diagrams and RTU point
assignment sheets.
Responsible for designing and sequencing display updates to support
RTU checkout, asset commissioning and equipment energization using
available documentation such as engineering one-line diagrams and
construction sequence drawings.
Reviewing and approving ACF/ADCFs (Asset commissioning forms /
Asset decommissioning forms)
Responsible for supporting database synchronization and validation
between the EMS Program and Development System (PDS), Quality
Assurance System (QAS), and Production system (PROD).
Respond to problem reports from the Grid Operators and the EMS user
community
Assist in testing code updates to the EMS prior to implementation
on the production system
Assist in monitoring the status and troubleshooting of the EMS
database/display applications
Review and implement design configuration changes to support
modifications to the EMS application
Gather, process and validate GIS data to support the graphical
representation of the connectivity model
Work independently and train less experienced engineers and
technical specialists
Develop tools and processes for enhancing model data accuracy
Support Transmission Grid Operations (TGO) with modeling needs to
ensure reliable and safe operation of the electrical system
Education, Experience, & Skills
Engineer
Bachelor of Science in Engineering required
Two years of applicable electric utility experience preferred
EIT with ability to become registered PE in Texas
Preferred EMS Modeling experience
Must have functional knowledge of typical substation equipment on
engineering one-line diagrams
Preferred proficiency in SQL and skills of basic database
administration
Must have ability to analyze complex technical problems and
identify the best solution consistent with reliability, standards,
and other requirements.
Staff Engineer [in addition to the requirements for Engineer]:
Bachelor of Science in Engineering required
EIT with ability to become registered PE in Texas
Four years of applicable electric utility experience preferred
Must have proficiency in at least one computer language, preferred
proficiency in more than one:
SQL, Python, C, Perl, C++, C#, .Net, VBScript, JScript, ASP,
Python, HTML, XML
Ability to work as an individual contributor, team member and team
leader
Senior Engineer [in addition to the requirements for Staff
Engineer]:
Bachelor of Science in Engineering required
Licensed Professional Engineer in the State of Texas
Six years of applicable electric utility experience preferred
Preferred experience in RTU and ICCP (Inter Control center
Communications Protocol) configurations
Preferred experience in state estimation or power flow analysis
Preferred experience in Common Information Model (CIM) for modeling
power systems
Measures of Success
Strive for perfect accuracy in analyzing construction sequences,
translating to network model sequences and implementing model
changes as an individual
Develop tools and work processes to increase efficiency in project
tracking, maintaining databases and implementing model changes for
T&D Services
Provide input to T&D Services management regarding staff work
flows, system modifications, new products, and other relevant
processes
