_*Workforce Program Manager*_

*Position Description: * The Program Manager reports to the Chief Operations and Communications Officer and is responsible for the leadership and management of Texas Trees Foundation's workforce program, its development, and activities. In addition, the Program Manager will lead a team of instructors, crew supervisors, and crew members and provide urban forestry crew trainees to TTF urban foresters and outside agencies responsible for the successful implementation of TTF projects. The Program Manager must maintain a close working relationship with and coordinate the deployment of workforce trainees with the Urban Forestry Manager or designate.

Salary Scale Equivalent: Salary is commensurate with experience_

*Essential Functions: *

--- *Directs, manages and counsels* assigned staff and contract/workforce trainees.

--- Develops, plans and manages program *budget and forecasts ongoing financial *needs for workforce program as it scales up cohorts in years two, three and four.

--- *Monitors program expenses*, including purchases made by crew supervisors.

--- *Procures equipment*, including trucks, tools and related urban forestry gear for workforce program, consistent with TTF procurement requirements/policy.

--- *Identifies office space needs* for workforce program and procures necessary office equipment, including computers, desks and other educational equipment and tools. Forecasts office space requirements so program can continuously scale.

--- Develops, plans and manages process for *recruiting*, interviewing and hiring workforce candidates, Workforce Instructor and Crew Supervisors.

--- Directs *development of training program*for crew supervisors, workforce trainees, and volunteers as necessary.

--- Creates *Cohort Schedule* to map out each day's activities for 20 week program, meeting educational requirements and work experience requirements consistent with WIOA standards/requirements.

--- Under the direction of the Urban Forestry Manager or Cool Schools Manager, *plans, schedules and mobilize crews* and equipment necessary to complete various TTF projects --- well in advance of the project, including tree inventories. Plans for contingencies in case immediate needs emerge.

--- Schedules and manages workforce trainees with *"wrap around services*," including transportation to worksite, food, healthcare, uniforms/clothing, GED etc.

--- *Manages crew* supervisors schedules and serves as a backup crew supervisor, when necessary.

--- Monitors, *evaluates and makes recommendations regarding workforce program*, including suggesting improvements.

--- In consultation with crew supervisors, *evaluates workforce trainees performance* examining both classroom and project performance. Provides coaching to crew supervisors and trainees as needed.

--- Develops, plans and manages *jobs pipeline*with numerous landscape and urban forestry related companies and encourages them to hire workforce program graduates.

--- C*ompletes required forms* in a timely manner and coaches workforce participants on form completion to meet deadlines.

--- Monitors *program success metrics* and provides various reports to relevant governmental agencies, private donors and others.

--- Ensures workforce is always in *compliance with WIOA* rules and regulations. Takes immediate corrective action when necessary to address any compliance issues.

--- Provides training and guidance to crew leaders regarding *human resources requirements* and removes workforce trainees who fail to meet program standards, either through improper conduct or unattendance.

--- Drafts reports and makes presentations to city officials and staff, government agencies and donors as requested

--- Enters and retrieves data on the computer.

--- Oversees *volunteer participation* and integration with workforce needs on TTF urban forestry projects or outsourced projects.

*Project Implementation*

--- Supervises and manages several TTF workforce instructors, crew supervisors, and volunteers. Solves staffing/volunteer shortages during project delivery.

--- Consults, with the Urban Forestry Manager, on potential urban forestry projects.

--- Manages and tracks all trainee participation on projects and create final reports.

*Marketing Support: *

--- Support the Marketing and Development team to identify and create promotional materials related to workforce trainees on urban forestry projects.

--- Inform and help coordinate photo opportunities for Marketing Department.

--- May represent Texas Trees Foundation at local, state, and national conferences and meetings.

*Relationships and Roles: *

*Required Qualifications/Skills: *

--- Bachelor's Degree in Business Administration or a related field.

--- 3-5 years of direct occupational experience

--- *2-5+ years managing workforce programs*, ideally in the environmental sector.

--- Supervising experience: 4 years (required) paid experience in environmental programs/urban forestry: 2 years (Required) working with field crew staff or volunteers: 1 year (Preferred)

--- Experience working with diverse populations

--- Ability to identify safety hazards and ensure the safety of crew members while following COVID-19 safety protocol

*Certification*: Experience in place of education includes 2-3 years of direct experience and willingness to obtain certification within 1-year of employment.

*Driving*: Must currently have and maintain a valid Texas Driver's license with a clean driving record.

*Communication*: Professional demeanor, excellent written and oral communication skills, ability to interact and work with various audiences, including but not limited to arborists, urban foresters, volunteers, contractors, DISD and DPARD staff, and staff from other cities, school districts and other governmental agencies.

*Computer*: Proficiency with Microsoft Office suite (Word, Excel, Outlook, PowerPoint, etc.)

*Budgeting*: Experience formulating and adhering to set project budgets, including monitoring expenditures

*Personal*: Excellent time management and organization skills with close attention to detail, excellent analytical and problem-solving skills, and the ability to encourage, motivate, and build effective teams, creating mutual trust, respect, and cooperation among team members and volunteers. Flexibility, friendliness and fairness are expected. De-escalation of interpersonal relations is vital.

*Hours*: Ability and willingness to work flexible schedules, which includes some evenings and weekends, occasional overnight travel may be required

*Safety*: Ability to safely lift objects over 30 lbs. and work within safety standards.

Job Type: Full-time

Pay: $72,000.00 - $75,000.00 per year
