Description
- Develop construction procedures to ensure Prompt Payment Act
guidelines comply
- Develop and implement construction industry-specific key
performance indicators to monitor and evaluate the performance of
the Project Management Firms and outside contractors
- Lead staff in performing risk assessment activities to identify
risks and areas of improvement within the Construction Bond
financials as well as Construction Operations
- Proactively develop and recommend internal controls to mitigate
risks to the achievement of Construction Services' mission and
strategic objectives
- Oversee all construction internal audits and acts as the
Department's liaison with the Internal Audit Department assisting
in the testing and implementation of recommendations by Internal
Audit
- Supervise the preparation of responses for internal/external
inquiries and Public Information Requests for the Director Finance
and Operations and the Deputy Chief, including but not limited to
construction-related Public Information Requests
- Perform review construction documents, construction contracts,
RFI, submittals, construction contingency allowance expenditure
allowances, and other documents as required to ensure the adequate
use of construction bond funds and compliance with state and local
laws
- Develop construction audit methodologies and oversee the
execution of construction field audits ensuring compliance with
policy and procedures
- Perform reviews of project documents including schedules and
change orders to help develop a close-out report addressing
potential opportunities for the District to assess liquidated
damages
- Perform the review and all construction master agreements
alongside the legal department to ensure the terms of the contracts
are adhered to
- Acts as liaison between Construction Services and other
district departments in resolving construction close-out and other
related audit recommendations
- Oversees work of Program Management Firms as delegated by the
Director Finance and Operations
- Supervises Assigned Staff
- Performs other tasks and duties as determined by the Director
of Finance and Operations Qualifications
- Bachelor's Degree in Finance, Accounting, Business
Administration or related field and ten or more years experience in
public accounting and/or directly related job experience including
management level experience
- Internal Audit experience
- Computer skills, specifically, familiarity with Microsoft
Windows, Microsoft Office Professional, and statistical accounting
software applications
- Effective interpersonal skills with all levels of employees,
staff members, and the general public
- Demonstrated planning and problem-solving/investigative skills
as required to research inquiries related to job responsibilities.
Ability to coordinate multiple projects and assignments; high
degree of flexibility required
- Demonstrated skills in both verbal and written
communication
- Demonstrated administrative and leadership skills
- Demonstrated management abilities through the management of
major segments of an educational institution
- Demonstrated ability to supervise, delegate, direct, and
provide constructive input to staff in a way that maximizes
efficiency and productivity
- Demonstrated ability to provide needed training and staff
development activities for staff and outside contractors
