Primary Purpose
This leader is an innovator who will promote, support and lead their assigned services on the local, state and national level. This role maintains the overall responsibility, in conjunction with the physician leaders, to define a clear strategic direction and planning for their patient population. This role is responsible for the overall vision and direction along with daily operational activities of designated areas. This leader takes ownership and responsibility of improving the outcomes, safety and health of the population they serve.

Minimum Specifications


  • Must have a Bachelor's degree in Nursing
  • Must have a Master's degree in Nursing, Business or Healthcare Administration
  • Doctoral degree is preferred
    • Must have 15 years of progressive responsible nursing experience with 7 years serving as an executive leader in a large hospital and/or academic healthcare system.
    • Demonstrates extensive background and clinical experience in the division assigned
    • Bilingual is a plus
      Equivalent Education and/or Experience

      • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
      • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
      • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.
      • Must have current, valid RN license or temporary RN license from the Texas Board of Nursing; or, valid Compact RN license.
      • National certification in clinical specialty or a leadership certification is preferred.

        • Capable of advocating departmental priorities/interest while maintaining intra-institutional partnerships.
        • Superb verbal and written communication skills to work with diverse populations (e.g., physicians, nurses, and support staff, executives, media outlets, etc.).
        • Strong budget development and execution skills
        • Effective use of data analytics skills, experience, and judgment when making decisions.
        • Experience with inpatient and outpatient services preferred

        • Develops and guides, along with physician leaders, the strategic direction for the services of responsibility. Develops, implements and monitors annual goals and objectives for areas of responsibility and ensures accountability for the achievement system level goals and metrics. Develops written strategies for the service line that align with the system goals.
        • Responsible for effective fiscal management and operational direction for services. Prepares the annual budget incorporating goals of the division and based on strategic planning. Monitors performance reports and other financial data to ensure informed business decisions are rendered regarding staffing, equipment, supplies, and other resources to support the infrastructure.
        • Works in partnership with Quality, Patient Safety, physician leaders, direct reports and other applicable Parkland leaders to develop and implement a comprehensive performance improvement program that achieves quality patient outcomes that is measurable and sustainable. Achieves top quartile results in metrics for patient outcomes and satisfaction.
        • Supports research and the integration of research into service delivery where applicable and follows appropriate IRB processes. Encourages, directs and supports innovation in clinical care including use of evidence-based practice and implementation of new models of care-delivery that cross boundaries.
        • Develops, manages and sustains excellent relationships with medical staff; addresses medical staff concerns; and informs the executive team of issues that may adversely affect hospital operations, medical staff relations and reputation. Works in a dyad or triad model with the established team to achieve common goals.
        • Communicates effectively and consistently with nurses, ancillary staff, and other departments/divisions across the health system maintaining positive relationships. Maintains ongoing communication with other health systems and represents Parkland as a leader and role model.
        • Establishes an employee/patient-friendly culture ensuring that as an employer Parkland is a preferred choice with turnover rates at or below goal and vacancy rates below the regional rates. Assures patient satisfaction goals are achieved and patient care continues to advance.
        • Develops, manages and sustains excellent relationships with local nursing programs including academic partnerships to ensure a strong pipeline of talented nurses as well as innovative joint models for the future of nursing.
        • Participates and leads in hospital/system wide inter/intra-disciplinary committees to represent designated services lines and nursing overall.
        • Stays abreast and involved in community activities and forums that relate to the health system and pertinent areas of repsonsiblity.
        • Ensures a high level of compliance with CMS, Joint Commission, state and other regulatory agency requirements. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines. Maintains current knowledge of Nursing Practice Act, Texas Board of Nursing regulations, Health Care Financing Administration, Centers for Disease Control, and Joint Commission standards that impact the service area.
          Job Accountabilities
          • Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
          • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
          • Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
          • Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
          • Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
          • Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
