Job Description:

The Payroll and Benefits Administrator will be responsible for overseeing and managing the company's payroll, ensuring payroll is process on time and accurately, and in compliance with government regulations for 6 companies on a bi-weekly basis (approximately 650 employees). This position is also responsible for the administration of current employee benefits including medical, dental, vision, life, FSA, and 401k plans.
Payroll:

  • Prepares, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, commissions, bonuses, and other deductions.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Coordinate with other departments to obtain data needed to process payroll and provides reporting upon completion of payroll processing.
  • Review and process quarterly and/or year-end payroll procedures, including reviewing tax statements and other applicable quarterly and year-end documents.
  • Proactively reviews and evaluates payroll process to identify efficiency opportunities and service delivery enhancements that can maximize the employee experience.
  • Create custom and ad hoc reports for Executives and HR Leaders.
  • Thoroughly understands the process and calculations for unemployment taxes in Texas and Oklahoma.
  • Solve problems with ADP/other systems through understanding the root cause of the issue.
  • Process and audit garnishments (tax, medical notices, child support) timely and accurately.
  • Proactively reviews and evaluates payroll processes to identify efficiency opportunities and service delivery enhancements that can maximize the employees experience i.e., communications, brochures, how-to examples, mobile/app features.
    Benefits:
    • Administers employee benefit programs such as 401k, medical, dental, vision, life, voluntary life, and flexible spending plans.
    • Oversees the annual discrimination testing of required plans such as 401k and flexible spending accounts.
    • Audit discrimination testing results and relay pertinent information to HR Leader and provide recommendations to ensure future testing is more favorable to the company.
    • Oversee EOI (Evidence of Insurability) process for new hires (including open enrollment participants) and ensure timely follow-up to approvals/denials of additional life coverage to employees and through updating ADP.
    • Assist employees with appeals process for any related benefit program (EOI, health claims, etc.)
    • Reconcile, approve, and submit monthly health insurance invoices to Accounting for accurate and timely payments.
    • Audit all invoices for accuracy.
    • Participate in annual strategy meetings with Broker to provide insight, opinions and evaluations of proposed benefit programs.
    • Research and propose additional benefit programs that will enhance the Company's benefits program.
    • Partner with designated HR leader to administer LOA (leave of absence) programs that meet employee's needs while maintain compliance i.e., FMLA, ADA.
    • Partner with HR Manager and Director on Special Projects
    • Serve as liaison with outside benefit providers to resolve escalated issues, identify root cause and trends, and determine alternative solutions.
      Requirements:
      • 5+ years of prior experience in payroll, benefits, and compensation
      • Degree preferred.
      • Strong payroll systems skills: prior experience with ADP Workforce Now is required.
      • Strong knowledge of benefit and compensation programs and related functions.
      • Exceptional attention to detail, analytical skills, ability work under pressure and meet deadlines with minimal supervision.
      • Effectively communicates to employees, managers, and stakeholders on payroll deadlines to prevent disruption to the payroll process.
      • Ability to maintain a strict level of confidentiality and exercise extreme discretion, sound judgement, and diplomacy.
      • Must have a strong work ethic, be a self-starter and critical thinker.
      • Excellent interpersonal, written, and verbal communication skills with a strong customer service mindset.
