SALARY RANGE: $70,565 - $105,848


Summary: Under general supervision of the President/CEO, manages and directs the DHA compliance reviews, fraud prevention, staff training, Section 3 and Section 504 coordination functions, including the planning and coordination of management, operational, and compliance audits.

  • Plans and manages compliance reviews to assure Authority-wide compliance with HUD regulations and guidance, DHA policies and the DHA manual of operations and court orders.
  • Oversees DHA fraud prevention program, the preparation of annual Public Housing Assessment System (PHAS) and Section 8 Management Assessment Program (SEMAP), vendor database review and a wide range of programmatic compliance monitoring.
  • Plans, manages and directs the daily activities of compliance staff; screens and assigns workload; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work production and quality, develops staff skills, and evaluates performance.
  • Interprets and explains DHA and HUD rules and regulations to DHA staff.
  • Maintains professional competence in program reviewing principles and techniques; reviews and applies new or revised laws, regulations,
  • Collects program management and administrative information and compiles data for reports; recommends improvements in systems and procedures.
  • Reviews, approves and submits special and required HUD reports.
  • Monitors department policies and procedures; develops recommendations for improving the Departments operations and processes to assure the satisfaction of customers in quality and responsiveness of services.
  • Researches, develops, revises, trains staff and implements policies and procedures of both line and staff departments.
  • Interviews staff to determine actual operating procedures and methods;
  • Drafts new methods, systems and operating procedures, taking into account HUD regulations and DHAs policies and software;
  • Develops new forms and form letters;
  • Works with Information Technology Department to mount new procedures and forms to the DHA intranet and to incorporate form letters into Yardi Systems;
  • Develops short and longer interactive workshops to train staff on new procedures, methods, systems, forms and form letters; Workshops shall include actual practice in carrying out new procedures and using new forms, including the integration with Visual Homes;
  • Proactively reviews department processes and procedures. Develops strategies to measure and improve performance.
  • Resolves program service and procedure issues.
  • Prepares and submits the required HUD Section 3 reports.
  • Responsible to coordinate the archiving of DHA documents and record keeping.
  • Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff.
  • Performs other duties as assigned or required.

Knowledge and Skills:

  • Knowledge of HUD statutes, regulations and guidance.
  • Knowledge of DHA organization, operations, policies and procedures.
  • Knowledge of work flow analysis and internal control procedures and standards.
  • Knowledge of principles related to public sector financial and program administration.
  • Knowledge of the principles of record keeping and records management.
  • Knowledge and experience developing and delivering training on technical housing applications.
  • Knowledge of the principles of record keeping and records management.
  • Proficiency in business and personal computers, and spreadsheet software applications.
  • Skill in supervising staff, delegating tasks and authority, and coaching to improve staff performance.
  • Skill in understanding, interpreting and applying auditing standards and procedures, and applicable Federal rules and regulations.
  • Skill in leadership, coordinating staff, and delegating tasks and authority.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in reviewing and performing mathematical calculations.
  • Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with other DHA staff.
  • Skill in effective verbal and written communication.
  • Skill in interacting with people of different social, economic, and ethnic backgrounds.

Physical Demands:

Must be able to lift/carry up to 10 pounds.


Bachelors degree in Law, Accounting, Business Administration or a related field; AND five (5) years of auditing, operations analysis and policy level experience in both the Public Housing and Section 8 Programs; OR an equivalent combination of education and experience.

Valid State of Texas Driver License.
