opportunity on the FRBD's dedicated supervisory team for the member
banks of Charles Schwab Corporation to serve as a lead risk
specialist, covering Information Technology. -You will report to
the Director - Examinations/Central Point of Contact (CPC) and be a
part of a pod of examiners responsible for Governance and Controls
under the Federal Reserve's Large Financial Institution's Rating
Framework. - You will also be responsible for the member bank's
annual assessment under the interagency Uniform Rating System for
Information Technology (URSIT). The incumbent will lead the
supervisory program for Information Technology, Cybersecurity, and
Information Security, acting as Examiner-in-Charge for related
supervisory events. - Additional desirable skills include
experience in assessing the adequacy of controls over Third Party
Risk Management, Data Governance Risk Management, and Payment
Systems Risks.You Will:
- Lead or participate on the supervisory assessments of
Information Technology, Cybersecurity and Information Security,
Third Party Risk Management, Data Governance Risk - - Management,
and Payment Systems Risks and use knowledge from supervisory
reviews to draw sound conclusions and support overall ratings
- Define and conduct ongoing risk-focused supervisory activities,
including leading routine meetings with management to develop a
deep and broad understanding of the bank's Information Technology
Architecture, Infrastructure and Operations; Business Continuity
Management; Cybersecurity and Information Security, third-party
exposures and dependencies, data risk infrastructure and controls,
and payment systems
- Collaborate with other risk specialists on the team and the
Texas Department of Savings and Mortgage Lending (DSML) examiners
to develop a comprehensive understanding of operational and
financial risks associated information technology controls
- Build and maintain effective working relationships within the
team, with peers, within FRBD, the Federal Reserve System, with
other regulatory agencies (especially the DSML), and with the
supervised banks
- Ensure high quality and timely completion of required
supervisory work products and perform quality control to ensure
compliance with local policies/procedures and System
requirementsYou Have:
- Bachelor's degree in computer science, cybersecurity, or
related field; Master's degree in computer science, cybersecurity,
or related field is preferred
- Minimum of seven years of direct work experience auditing or
managing security and technical controls using industry standard
frameworks, such as FFIEC, NIST, SANS, and ISO
- Working knowledge of relevant supervisory standards on
information technology is preferred. - Experience with the Federal
Reserve's guidance on the Consolidated Supervision Framework for
Large Financial Institutions and LFI rating (e.g. SR 12-17 & SR
19-3); the Uniform Rating System for Information Technology (e.g.
SR 99-8); Assessment of Information Technology within a Risk
Focused Framework (e.g. SR 98-9); IT Architecture, Infrastructure
and Operations (e.g. SR 21-11), the Federal Financial Institutions
Examination Council IT Handbook (e.g. SR 19-13), and SR 13-19
Guidance on Managing Outsourcing Risk preferred
- Professional certifications in cybersecurity, audit, IT, risk
management or related disciplines preferred
- Strong analytical, writing skills, and oral communication,
including presentation and negotiation skills in dealing with all
levels of management, boards of directors and other regulatory
agencies
- Advanced analytical skills and the ability to apply and explain
complex regulatory concepts relating to Technology, Cybersecurity,
and Information Security, Third Party Risk Management, Data
Governance Risk Management, and Payment Systems Risks
- Capacity to pursue multiple initiatives at the same time and
deliver successful outcomes
- Demonstrated teamwork, analytic, and critical thinking
abilities
- Equivalent education and/or experience may be substituted for
