HDR currently has an opening for a Dams, Levees, and Civil Works Program Manager to join our National Dams, Levees, & Civil Works (DLCW) Team. Our DLCW Team focuses on program management, planning, design, and construction support of major civil works infrastructure including dams and spillways, levees, flood risk reduction channels, diversions, and other hydraulic conveyances and structures for Federal and local governmental clients.

Primary Responsibilities

  • Seeking growth oriented Geotechnical or Civil/Hydraulic Engineer with 15+ years of experience to serve as a program builder for our Federal and Texas DLCW markets. Program building activities will include:
  • Business development and client management focused on Federal clients such as USACE, IBWC, Reclamation, FERC, and NRCS, as well as Texas clients including river authorities, water districts, and dam-owning municipalities.
  • Lead client development planning and development of qualifications statements and scope and fee proposals for Federal and Texas clients and pursuits.
  • Recruiting, managing, and mentoring top talent within North Texas and beyond to build a robust DLCW hub in North Texas and supplement our growing national and Texas DLCW resources.
  • Demonstrate leadership in applying project management principals to project delivery of complex multi-discipline Federal and Texas dam, levee, and civil works projects.
  • DLCW design oversight and management including geotechnical, structural, civil, and hydraulic components and disciplines.
  • Participate in dam and levee safety risk analyses to prioritize, develop, and implement risk-reduction actions and recommendations for dam, levee, and civil works projects using Federal (USACE, Reclamation) risk-informed decision making (RIDM) frameworks and principals.
  • Participate in senior level quality control/quality assurance and independent technical reviews on major Federal and Texas projects.
  • Perform other program building, client management, and project management duties as needed. Required Qualifications
    • Bachelor of Science in Civil or Geotechnical Engineering required.
    • Texas PE registration required or the ability to receive your Texas PE within 6 months.
    • Minimum of 15 years of progressive experience in dam, levee and civil works project engineering and management is required.
    • Advanced knowledge of dam, levee, and civil works engineering analysis and design tools, methodologies, and agency guidelines and regulations.
    • Excellent oral and written communication skills and good internal review processes.
    • An attitude and commitment to being an active participant of our employee-owned culture is a must. Preferred Qualifications
      • Master of Science in Civil Engineering, Geotechnical, Water Resources, or Structural related field.
      • Experience in dam safety risk assessments and Federal RIDM frameworks is a plus.
      • Demonstrated experience leading dam, levee, and civil works design projects from conceptual to construction.
